Qualification Process Details Confederations may use an existing tournament to qualify teams to the VCC 2019 or organize a dedicated Qualification Tournament (QT) with at least four (4) teams participating. If a Confederation(s) fails to organize a QT with a minimum of 4 teams then the vacancy shall be filled as follows: Vacancy will be filled by the top team in the FIVB WR (on the date of qualification deadline) from the forfeiting Confederation not yet participating in the VNL or qualified to the VCC. Vacancy will be filled by the top team in the FIVB WR (on the date of qualification deadline) from the two (2) Confederations set to have played the Playoff not yet participating in the VNL or qualified to the VCC.
