The host country team is qualified automatically.

Each of the five continental confederations qualifies two teams through the continental pathway. In case the host country team secures a spot at the continental championship, the next highest-ranked team in that continental tournament would qualify for the U21 World Championship.

To complete the roster of 16 teams, the remainder of the teams qualify based on their position in the FIVB Age Group World Ranking.
